Moldovan politician, diplomat, political scientist, and writer. He studied history and law at the Ion Creangă University of Chișinău and international relations in Nice. He continued his education in Edinburgh, Paris, and Birmingham. He has held a PhD in political science since 1998. He is the author of publications in the field of geopolitics and novels such as Cântecul mării (2011), Woldemar (2018), and Pe contrasens (2021). He is an academic teacher and former vice-rector at ULIM University in Chișinău, as well as a lecturer at the university in Cluj, Romania. He served for many years as a member of the Moldovan Parliament. From 2010, he was the Ambassador of Moldova to France and UNESCO, and from 2015 to 2021, he served in Germany. Since 2022, he has been the Deputy Prime Minister of Moldova for the reintegration of Transnistria with the Republic of Moldova. He is fluent in Romanian, Russian, French, English, German, and Italian.
